Warrington-Runcorn New Town Development Plan continue to explore New Towns and the demise of the post-war consensus. Gordon Chapman-Fox’s sixth album under this guise, this the focuses on the public services that have been starved of cash or privatised since 1980. Political records have not sounded this good. The modular synth experiments peak with the epic ‘The People Matter’ that takes up the whole of side B. The 18-minute track doesn’t outstay its welcome.
